The founder and the chairman of Turkish Centre for International Relations and Strategic Analysis, Sinan OGAN was born in 1967 in Igdir. He was graduated from the department of Management at Marmara University in 1989. He completed his MA at the same university at department of Financial Law/Banking with a dissertation on the Structural Analysis of the Economic and the Financial Sector of Azerbaijan. OGAN earned his PHD from Moscow State Institute of International Relations MGMIO at the department of International Relations and Political Science with a dissertation on “Effects of Internal Political Dynamics on Formation of Russian Policy in Turkey” in 2009.
 
Between 1992-1998, OGAN worked as a Research Assistant at Marmara University Institute of Turkic Studies. In this position, being appointed to serve in Azerbaijan, Sinan OGAN worked as a lecturer and   Deputy Dean at the Azerbaijan State Economic University. From 1994 to 1998, he also served as a representative of Turkish International Cooperation and Development Agency (TIKA) of Turkish Ministry of Foreign Affairs in an additional mission. Working as well in private sector for a period, OGAN has come back to Turkey in 2000 and worked in Caucasus Board at the Centre for Eurasian Strategic Studies ASAM. Afterwards he headed the Russian-Ukrainian Board of ASAM. Ogan left this position in 2006 and worked as a Deputy Principal in charge of Foreign Affairs at Cappadocia Vocational College.
 
Sinan OGAN founded Center of International Relations and Strategic Analysis- TURKSAM in 2004 where he is currently holding the presidency. From 2007 and onwards, TURKSAM, which was initially founded in virtual environment and completed its development within this period, has become one of the leading think tanks in Turkey.
 
Sinan OGAN is the author of books including ‘Azerbaijan’ which was published in 1992 on Turkic World Research Foundation Publications, ‘Politics and Oligarchy’ published in Russia in 2003 and ‘Orange Revolutions’ published in 2006. More than 500 articles and analysis of Sinan OGAN in Turkish, Russian and English   was published on the issues including Russia, Caucasus, Middle East, Turkic World, Energy, Armenian Dispute, Afghanistan, Iran, Terrorism and Turkey’s current problems. OGAN continues to publish his analysis notably on TURKSAM’s web page and also in several Turkish and foreign sites, news agencies, newspapers and journals.
 
He is appearing in several national and foreign televisions and radios and making assessments on foreign affairs, Turkish foreign policy and Turkey’s current problems. He has received Milliyet Newspaper Social Sciences Award in 1992 and Marmara University Academic Award of Excellence in 1993.
 
Sinan OGAN is a member and an active participant of Valdai Discussion Club since 2009 which is the most important discussion club in the region. Valdai Discussion Club provides a global forum for the world’s 40 leading and best informed  experts on Russia to meet under the leadership of Russian Prime Minister Vladimir Putin.
 
He speaks advanced Russian and academic level English. He gives lectures, and seminars in his expertise in Turkey and abroad and regularly attends to scientific conventions and carries out several national and international projects
